Why are Chicago workers Less Likely to Report Misconduct Than Workers in Other Municipalities?

The recent report from the Mayor’s office is not all that surprising.  According to the Chicago Tribune, the report finds that Chicago city workers are reluctant to be whistleblowers – that is they are reluctant to report when other city workers are breaking the law or engaging in serious misconduct.  The report finds that Chicago city employees report only about 50% of the misconduct that they witness while other municipal employees report approximately 66% of misconduct.

Why the inaction by Chicago municipal employees?  The report finds that Chicago city workers do not report misconduct because they believe that nothing will be done about it and they fear retaliation by their bosses.  The survey also found that only 17% of Chicago workers believe that they will be rewarded for following compliance and ethics standards.

The mayor’s Office of Compliance is working on new initiatives to address retaliation concerns and encourage workers to come forward when they have firsthand knowledge of misconduct.

The survey found that much of the misconduct that is being witnessed in Chicago are violations of civil rights.
